introduction

The philosophy of every civilization is the most important platform for the emergence of rationality and its thought throughout the history and the meaning of every culture depends on the mastery and originality of its intellectual foundations. In today's world, the growth and demand for globalization belongs to that culture and civilization that has rational and convincing answers when faced with the questions that are presented to it from inside and outside. Based on this, the up-to-date and efficient presentation of new scientific theories depends on the knowledge of the foundations and philosophical heritage of societies.

In the meantime, Islamic philosophy and above all Shiite wisdom, which has its roots in the Quran and the teachings of the infallibles, may God bless them all, is the main and most important platform for the emergence of pure Islamic thought and thought. By benefiting from this rich heritage, one can be safe from the onslaught of doubts and opposing thoughts and actively strive for the development of one's own thought and culture.

From this point of view, a group of concerned philosophy professors have decided to establish the Institute of History of Wisdom and Philosophy in Islam in order to provide the basis for the compilation of the history of philosophy in the Islamic world at least in two languages, Persian and English, and by creating circles of thinking and like-mindedness, it will lead to recognition and introduction. become a rich heritage of Islamic philosophy.

Article 1) Objectives

  1. Improving the level of public culture by benefiting from the teachings of the Holy Qur'an and the sages of tradition
  2. Fulfilling the requirements of taqlid authorities, religious scholars and the Supreme Leader
  3. Preservation and expansion of authentic Islamic-Iranian culture and values
  4. The training and employment of committed, dedicated and insightful elites of the field and university
  5. Appropriate coordination and organization of Islamic wisdom education according to new requirements and needs
  6. Comparative study and scholarly criticism of opposing schools and intellectual views
  7. Communication with philosophers and philosophical centers inside and outside the country

Article 2) Missions of the institute

  1. Research and compilation and translation of related research
  2. Production of written works, including books and scientific journals
  3. Formation of the scientific editorial office of Professor Akbarian's works
  4. Interaction with scientific and cultural institutions for synergy
  5. Setting up scientific conferences and meetings

Article 3) From the date of approval, the institute has an independent legal personality and is affiliated to the Ministry of Science, Research and Technology.

The institution has an independent legal personality, and is a public, non-governmental and non-profit organization and operates according to the provisions of this statute and other relevant regulations and approvals.

Article 4) The place of activity of the institute is in Tehran.

Note: It will be possible to change the location of the institution with the proposal of the head of the institution and the approval of the board of trustees and the approval of the relevant authorities.

Article 6) Composition of the Board of Trustees

Board of Trustees: is a board established by the relevant laws and regulations (approved by the 181st and 183rd sessions dated 9/12/1367 and 23/12/1367 of the Supreme Council of the Cultural Revolution) as well as the law on how to conduct financial and transactional affairs of universities and institutions of higher education and Research (approved on 18/10/1369 by the Majlis of the Islamic Council) as the highest pillar of the institution, is the authority for policy making, decision-making and approving the rules and regulations of the institution.

Article 7) Duties and powers of the Board of Trustees

  1. Compilation and approval of the internal charter of the board of trustees.
  2. The final approval of the strategies, policies and fields of activity of the institution according to the proposal of the head of the institution.
  3. Final approval of organizations, creation or closure of required branches, assistants and research institutes and establishment of affiliated institutions and centers, according to the proposal of the head of the institution.
  4. Final approval of annual and five-year programs of the institution, according to the proposal of the head of the institution.
  5. Final approval of the detailed program, current and capital budget of the institution, according to the proposal of the head of the institution.
  6. Final approval of the institution's financial, transactional, administrative and employment regulations within the framework of the relevant rules and regulations, according to the proposal of the head of the institution.
  7. Final approval of the institution's financial statements

Article 8) Head of the institution

The head of the institution is the legal representative of the institution before the real and legal authorities.

Article 9) Duties and powers of the head of the institution

  1. Management, guidance and administration of the institution's affairs within the framework of the policies and goals determined by the board of trustees
  2. Issuing orders related to the recruitment, appointment, promotion, mission promotion, dismissal, etc., of faculty members and employees of the institute within the framework of the laws.
  3. Selection and appointment of deputies, advisors and officials of the institution based on the approved organizational chart and their removal.
  4. Preparation and regulation of internal regulations of the institute and proposal to the board of trustees.
  5. Signing contracts, binding documents, financial, administrative and correspondence documents of the institution within the framework of regulations.
  6. Preparing and adjusting the annual and detailed budget of the institution and proposing it to the board of trustees for going through legal procedures.
  7. Review and final approval of the institution's current needs.
  8. Presenting the annual performance report to the board of trustees.
  9. Proposing the establishment, development, integration and liquidation of different departments of the institution to the board of trustees.
  10. Claiming the interests and rights of the institution in legal authorities, including judicial, administrative, etc., on behalf of the institution personally or by a lawyer with the power of attorney, except up to one degree.
  11. Implementation of the approvals of the Board of Trustees within the framework of laws and regulations
  12. Monitoring the good implementation of activities.
  13. Supervision of scientific exchange and the way of holding conferences.
  14. Preparing the organizational chart and organization of the institution and proposing it to the board of trustees.
  15. 1The head of the institution can delegate part of his financial administrative duties and powers to the deputies of the institution while maintaining his responsibility and observing the laws and regulations.

Article 11) Duties and powers of the board of directors

  1. Active participation and cooperation in setting up the strategic plans of the institution based on upstream documents in order to present and approve them in the board of trustees.
  2. Providing the necessary grounds to realize the goals of the institute's management plans
  3. Providing a suitable environment for implementing the approvals of the Supreme Council of the Cultural Revolution, the Board of Trustees, regulations and circulars issued by the Ministry and other competent authorities.
  4. Examining by-laws, organizations, guidelines, style sheets, meeting agendas and other items presented by the vice-chancellors and the research council in order to propose to the board of trustees or other competent authorities.
  5. Proposing the annual budget of the institution to the board of trustees through the president of the institution
  6. Diversifying the institution's financial resources by attracting public donations, increasing dedicated income by providing research and educational services and other sources after obtaining the necessary permits from the board of trustees and other competent authorities.
  7. Proposing the distribution and allocation of study opportunities and short-term training and research courses at home and abroad, which are awarded to faculty members according to the rules, through the head of the institute to the Ministry of Science, Research and Technology
  8. Examining and approving the proposals presented regarding cultural, social and political activities based on the annual calendar provided by the institution.
  9. Filing any type of lawsuit in all judicial and administrative authorities against any natural or legal person and defending the lawsuits brought against the institution with the right to delegate its authority to the legal director or delegate it to a lawyer.
  10. Reviewing and evaluating the implementation of the decisions of the Board of Directors by the subordinate units of the institution and monitoring their performance
  11. Assessing the performance of different areas of the institute and reviewing periodical reports in the research council of the institute
  12. Creating the necessary coordination between different fields
  13. Granting study opportunities to members of the official academic faculty within the framework of the approved regulations
  14. Other powers delegated by the board of trustees to the board of directors

Article 12) Research Council

Article 13) Duties and powers of the Research Council

  1. Approving compulsory or non-compulsory research programs and projects within the institution, as well as approving their amendments;
  2. Approving the completion and completion of research projects
  3. Proposing policies and guidelines governing research programs and projects
  4. Approving regulations and guidelines for research activities of research institutes and research groups
  5. Monitoring the quality and implementation of research programs and projects
  6. Supervising the publication of books and research journals
  7. Evaluation of the results of scientific and research activities of the institute
  8. Determining the institute's policy for scientific communication with other governmental and non-governmental research, educational and executive centers, both domestic and foreign, within the scope of rules and regulations.
  9. Evaluating and deciding on the use, promotion, application and technologicalization of the results of the institute's research and scientific activities.
  10. Examining and approving short-term research and educational programs, study opportunities and allocation of research credits
  11. Approving the internal regulations of the research council and its committees

Article 14) Executive and financial affairs

a) The management of the executive affairs of the institution, including financial, transactional, administrative and employment, is based on the regulations and regulations that are approved by the board of trustees at the suggestion of the president of the institution.

In terms of financial regulations, the institute is subject to the law on how to conduct financial and transactional affairs of universities and higher education and research institutions approved on 10/18/1369 of the Islamic Council and other related regulations.

b) The financial resources of the institution are as follows:

  1. Income from the implementation of research projects, providing consulting services, holding workshops and short-term training courses (without issuing academic degrees); supply of scientific products (books, magazines, etc.) and... in compliance with the relevant rules and regulations.
  2. The use of separate and centralized rows of other executive bodies
  3. Grants and gifts from legal and natural persons
  4. Using credits and support services within the framework of the laws and regulations of the country
  5. Using the resources and facilities of banks and credit institutions
  6. Other resources that are allocated according to the institution's proposal and approved by the competent authorities.

Article 15)

The faculty members of the institute are subject to the current rules and regulations of the Ministry of Science, Research and Technology in terms of employment regulations and the way of selection and selection (scientific-general).

Article 16)

The institute is subject to all relevant laws and regulations approved by the Supreme Council of the Cultural Revolution and the Ministry of Science, Research and Technology and other current laws and regulations of the country.

Article 17) Dissolution

The institution will be dissolved in the following cases after the approval of the Council for the Development of Higher Education:

  1. At the suggestion of the institute's board of trustees
  2. In case of violation of the provisions of the statute and the approvals and regulations of the Ministry of Science, Research and Technology and other current laws and regulations of the country at the discretion of the Ministry of Science, Research and Technology

Article 18)

In case of the initial approval of the Council for the Development of Higher Education with the liquidation of the institution, a settlement board consisting of the legal representative of the Ministry of Science, Research and Technology and the head of the institution will be formed and in compliance with the legal provisions, the settlement will be determined by the Council for the Development of Higher Education. will be in charge

Article 19) The institution is obliged under the supervision of the settlement board:

  1. To fulfill all its obligations towards the ministries and government institutions and non-governmental public institutions and banks and municipalities and other legal and natural persons (including its academic staff members and employees) or the Ministry of Science, Research and Technology with the agreement of the owners The right to accept the institution's obligations.
  2. Determine the assignment of all privileges and properties that have been provided to the institution from public, government, banks, municipalities, etc. with the consent of the right holders.

Article 19)

After the implementation of the obligations mentioned in Article 18 and the settlement of legal matters and the final approval of the institution's liquidation by the Council for the Development of Higher Education, the payment of all debts and the announcement of the end of the settlement by the settlement committee, the remaining assets of the institution will be transferred to the Ministry of Science, Research and Technology. to be

Note: The settlement committee is obliged to prepare and submit to the Ministry of Science, Research and Technology the minutes of the meeting, which will be signed by all members of the committee.

Article 20)

Things that are not foreseen in this statute are subject to the rules and regulations of the Ministry of Science, Research and Technology and other related laws.

Article 21)

Any change in the provisions of this statute is possible with the proposal of the board of trustees of the institution.

Article 22)
